Leaving Mlas to complete the subjection of Italy, Suvaroff then turned his army towards Switzerland, where Massena had effectually opposed the Austrians under Bellegarde and Hotze, and defeated a Russian force under Korsakoff, sent to reinforce them. But Suvaroff found himself unable to unite with Korsakoff till after much fighting with Massena; and the two Russian generals retreated to Augsburg, leaving Massena master of Switzerland.The massacre of Savenay had not settled La Vende. In the spring of 1794 armed parties were again on foot. The largest body was that under Charette, posted on the Isle Noirmoutier, to which many of the fugitives who escaped from the massacre of Savenay betook themselves. Amongst these was the wounded General D'Elbe, with his wife, and a brother of Cathelinau. Charette quitted the isle to make an attack on some of the Republican troops left in small bodies in the country, consigning the care of the sick and wounded to the protection of a garrison of one thousand eight hundred men. This garrison was soon corrupted by the Republican general, Turreau; it surrendered, and D'Elbe and his wife were both shot, and the sick and wounded treated with merciless cruelty. This was about the only place of any strength left the Vendans; but a worse misfortune was at hand. The young and chivalrous Henri La Roche-Jaquelein, marching, at the head of a body of his own peasantry, between Trementine and Nouaill, met two Republican soldiers. The count generously offered them quarter; but, instead of accepting it, one of them instantly levelled his musket and shot him through the head. The two soldiers were immediately dispatched by his followers and, supposing that a Republican column must be at hand, they buried the three hastily in one grave and fled. The young count was only in his twenty-first year, and with him died the hopes and confidence of his peasantry. Stofflet succeeded him in the command of his people, but Charette might be considered the Commander-in-Chief of the Vendans.
TWO:The king's speech, at the opening of this Session, recommended a consideration of the trade and general condition of Ireland; and indeed it was time, for the concessions which had been made by the Rockingham Ministry had only created a momentary tranquillity. The Volunteers retaining their arms in their hands after the close of the American war, were evidently bent on imitating the proceedings of the Americans, and the direction of the movement passed from Grattan to Flood. In September, 1785, delegates from all the Volunteer corps in Ireland met at Dungannon, representing one hundred thousand men, who passed resolutions declaring their independence of the legislature of Great Britain. The delegates at Dungannon claimed the right to reform the national Parliament, and appointed a Convention to meet in Dublin in the month of November, consisting of delegates from the whole Volunteer army in Ireland. Accordingly, on the 10th of November, the great Convention met in Dublin, and held their meetings in the Royal Exchange. They demanded a thorough remodelling of the Irish Constitution. They declared that as matters stood the Irish House of Commons was wholly independent of the people; that its term of duration was equally unconstitutional; and they passed zealous votes of thanks to their friends in England. These friends were the ultra-Reformers of England, who had freely tendered the Irish Reformers their advice and sympathy. The Irish people were ready to hail the delegates as their true Parliament, and the regular Parliament as pretenders. Within Parliament House itself the most violent contentions were exhibited between the partisans of the Volunteer Parliament and the more orthodox reformers. Henry Flood was the prominent advocate of the extreme movement, and Grattan, who regarded this agitation as certain to end only in fresh coercion, instead of augmented liberty for Ireland, vehemently opposed it.After passing a Factory Act of some importance, which, however, was only the forerunner of much subsequent legislation, the House of Commons engaged in Poor Law Reform. In the winter of 1832-3 a very startling state of things was disclosed. In a period of great general prosperity, that portion of England in which the Poor Laws had their most extensive operation, and in which by much the largest expenditure of poor-rates had been made, was the scene of daily riot and nightly incendiarism. There were ninety-three parishes in four counties of which the population was 113,147 and the Poor-Law expenditure 81,978, or fourteen shillings and fivepence per head; and there were eighty parishes in three other counties the population of which was 105,728 and the Poor-Law expenditure 30,820, or five shillings and ninepence a head. In the counties in which the Poor-Law expenditure was large the industry and skill of the labourers were passing away, the connection between the master and servant had become precarious, the unmarried were defrauded of their fair earnings, and riots and incendiarism prevailed. In the counties where the expenditure was comparatively small, there was scarcely any instance of disorder; mutual attachment existed between the workman and his employer; the intelligence, skill, and good conduct of the labourers were unimpaired, or increased. This striking social contrast was but a specimen of what prevailed throughout large districts, and generally throughout the south and north of England, and it proved that either through the inherent vice of the system, or gross maladministration[362] in the southern counties, the Poor Law had a most demoralising effect upon the working classes, while it was rapidly eating up the capital upon which the employment of labour depended. This fact was placed beyond question by a commission of inquiry, which was composed of individuals distinguished by their interest in the subject and their intimate knowledge of its principles and details. Its labours were continued incessantly for two years. Witnesses most competent to give information were summoned from different parts of the country. The Commissioners had before them documentary evidence of every kind calculated to throw light on the subject. They personally visited localities, and examined the actual operation of the system on the spot; and when they could not go themselves, they called to their aid assistant commissioners, some of whom extended their inquiries into Scotland, Guernsey, France, and Flanders; while they also collected a vast mass of interesting evidence from our ambassadors and diplomatic agents in different countries of Europe and America. It was upon the report of this commission of inquiry that the Act was founded for the Amendment and Better Administration of the Laws relating to the Poor in England and Wales (4 and 5 William IV., cap. 76). A more solid foundation for a legislative enactment could scarcely be found, and the importance of the subject fully warranted all the expense and labour by which it was obtained.

THREE:In July of the present year the union of Ireland with Great Britain was carried. Pitt and Lord Cornwallis had come to the conclusion that a double Government was no longer possible, and that unless the Irish were to be allowed to exterminate one another, as they had attempted to do during the late rebellion, the intervention of the British Parliament was absolutely necessary. A resolution had passed the British Parliament in 1799, recommending this union, and the news of this created a tempest of indignation in Protestant Ireland. In January, 1799, the speech on the Address to the throne in the Irish Parliament was, on this account, vehemently opposed, and an amendment was carried against the Government by a majority of one; yet in January, 1800, a motion was carried, at the instigation of Lord Castlereagh, the Secretary, in favour of the union, by a majority of forty-two. Whence this magical change in twelve months? On the 5th of February the whole plan of the union was detailed by Lord Castlereagh, the principal Secretary of State for Ireland, in the Irish Commons. He stated that it was intended to give to Ireland in the Parliament of the United Kingdom four lords spiritual sitting in rotation of sessions, and twenty-eight lords temporal elected for life by peers of Ireland, and that the Irish representatives in the united House of Commons should be a hundred. The motion for this plan was carried in the Irish Commons by a majority of forty-two in spite of a magnificent speech from Grattan, and by a great majority in the House of Lords; but this was in the face of the most unmitigated amazement on the part of the opposition, and of the people, who were not in the secret. Their rage was beyond description. On the 13th of March Sir John Parnell declared that this measure had been effected by the most unexampled corruption, and moved for an Address to his Majesty, imploring him to dissolve this Parliament, and present the question to be decided by a new one. But the Solicitor-General declared that this motion was "unfurling the bloody flag of rebellion;" and Mr. Egan replied that the Solicitor-General and other members of the[475] administration had already "unfurled the flag of prostitution and corruption." But the measure was now passed, and that by the same Parliament which, only a year before, had rejected the proposition in toto. But what were the means employed by the British Government to produce this change? The answer is simple; a million and a quarter was devoted to the compensation of borough owners, lawyers who hoped to improve their prospects by entering the House, and the Dublin tradesmen.

    FORE:Local Act (various) { 21 unions 320On the 20th of May Fox moved for a Grand Committee on courts of justice, to inquire into some late decisions of the courts in cases of libel. Thomas Erskine, the eloquent advocate, had lately, in the case of the Dean of St. Asaph, delivered a most brilliant and effective speech on the right of juries to decide both on fact and on law in such cases, the duty of the judge being only to explain the law. Fox adopted this doctrine of Erskine, and framed his speech in the most glowing terms. He complained, however, that such was not the practice of the courts, and he particularly animadverted on the custom and the doctrine of Lord Mansfield on this subject. He observed that in murder, in felony, in high treason, and in every other criminal indictment, it was the admitted province of the jury to decide both on law and fact. The practice in the case of libel was an anomaly, and clearly ought not to be so. He said that the doctrine which he recommended was no innovation; it had been asserted by John Lilburne, who, when prosecuted for a libel under the Commonwealth, declared that the jury were the real judges, and the judges themselves mere cyphers, so far as the verdict was concerned; and Lilburne had been acquitted, in spite of the judge and of the influence of Cromwell. He reviewed the doctrines of the Stuarts regarding libel, and observed that these could not be wrong then and right now. He contended that the late practice had been a serious inroad on the liberty of the press, and noted the case of the printer of the Morning Herald, who had been tried for merely commenting strongly on the sending of an armament to Nootka Sound, and on the conduct of Parliament in granting supplies for this purpose. He had been condemned to a year's imprisonment and to stand in the pillory. Pitt observed that he had always, since he had had a place in the Ministry, condemned the use of the pillory, and that there could be no difficulty in remitting that part of the sentence in this particular case. He supported Fox's view of the law, and recommended him to bring in two short Bills, instead of going into committee on the subject. Fox followed this advice, and brought in two Billsone to remove doubts respecting the rights and functions of juries in criminal cases; and the other to amend the Act of the 9th of Queen Anne for rendering the proceedings upon writs of Mandamus and informations in the nature of a Quo Warranto more speedy and effectual. The first Bill passed the Commons on the 2nd of June, but was thrown out in the Lords, through the influence of Chancellor Thurlow, who had never forgiven Pitt his contempt of his conduct on the Regency question during the king's malady. This defeated the object of Fox during this Session, but it was carried in the next, and Lord Thurlow's opposition lost him his position. The Great Seal was put into commission.
    FORE:When such facts as these, again and again urged upon the attention of the legislators, failed to produce any practical result, it became evident to the leaders of the League that they must do something more than be the educators of the people in the principles of Free Trade. One of the ablest of the London newspapers, which was friendly to their cause, had warned them that nothing could be done in the House of Commons until they could send members there expressly to support their views. The fact was that the party which had an interest in opposing the Registration Bill returned some forty or fifty members; while the Corn Law Leaguers, as yet, returned not one. The Leaguers were now aroused to the importance of this branch of their tactics. The first fruit of this policy was seen in December, when the borough of Walsall being declared vacant, led to a contest long after remembered in the history of the movement. The Leaguers failed; but their failing was not barren. Captain Lyttelton, a Whig, and Mr. Gladstone, brother of the distinguished statesman were the two candidates on this occasion. The League sent a deputation to[485] test the candidates on the question of Corn Law Repeal, intending to give all their influence to the Whig candidate, if he pledged himself to advocate their objects. There was then no hope for assistance from Tory statesmen; and the League determined to bring forward a new candidate, in the person of Mr. J. B. Smith, one of the most prominent of their own body, and then President of the Manchester Chamber of Commerce. Amid disturbances during which the military were called in, Mr. Gladstone was returned, but by the narrow majority only of 362, against 335 votes given for the League candidate. This event created a strong impression; but it was but the beginning of the efforts of the League in this field, which were destined again and again to be crowned with a more successful issue. At the general election of 1841, however, the League was powerless against the Conservative majority, though Mr. Cobden was returned for Stockport.The Bastille surrendered almost immediately after the governor had been seized with despair. The French Guard began to cannonade the fortress; the captain of the Swiss, who might undoubtedly have held out much longer, saw that no rescue came, and that prolonged resistance would only lead in the end to sanguinary vengeance, he therefore hoisted a white flag. The captain of the Swiss demanded to be allowed to capitulate, and to march out with the honours of war; but the furious mob cried out, "No capitulation! no quarter! The rascals have fired upon the People!" The Swiss captain then said that they would lay down their arms, on condition that their lives should be spared. Then the gates of the old prison were thrown open, and the furious and triumphant mob burst in. The news of the fall of the Bastille came as a thunder-clap. The king, who had not been so confident, was gone to bed. The Duke de Liancourt, Grand Master of the Wardrobe, by virtue of his office went to his bedside, awoke him, and told him the amazing fact. "What!" exclaimed Louis, "is it, then, really a revolt?" "Say, rather, sire," replied the Duke, "a revolution!"
    FORE:The first place that reeled under the electric shock of the French Revolution was Glasgow. On the 5th of March, in the afternoon, a body of 5,000 men suddenly assembled on the Green in that city, tore up the iron railings for weapons, and thus formidably armed, they commenced an attack on the principal shops, chiefly those of gunsmiths and jewellers. The police, apprehending no outbreak of the kind, were scattered on their beats, and could afford no protection until forty shops had been pillaged and gutted, and property to the value of 10,000 carried off or destroyed. Next morning about 10,000 persons assembled on the Green, armed with muskets, swords, crowbars, and iron rails, and unanimously resolved"To march immediately to the neighbouring suburb of Calton, and turn out all the workers in the mills there, who, it was expected, would join them; to go from thence to the gas manufactory, and cut the pipes, so as to lay the city at night in darkness; to march next to the gaols and liberate all the prisoners; and to break open the shops, set fire to and plunder the city." They immediately set out for the Calton mills, meeting on their way fourteen pensioners in charge of a prisoner. These they attempted to disarm, but the veterans fired, and two men fell dead. Instantly the rioters raised the cry, "Blood for blood!" and were wresting the muskets from the soldiers, when a squadron of cavalry galloped up with drawn swords. The people fell back, and the riot was suppressed. It afterwards transpired that the Chartists in all the manufacturing towns of the west of Scotland only awaited the signal of success from Glasgow to break out in rebellion. The prompt suppression of the movement was therefore a matter of great importance.The result of this division shook the last resistance of Walpole. When the motion which had been rejected on the 18th of Decemberfor copies of the correspondence with the King of Prussiawas again put, he made no opposition, and it[79] passed without a division. He made, however, one more attempt to carry his measures. In the disputed election of Chippenham he stood his ground against the petition, and was defeated by a majority of one. It was now clear to himself that he must give way. His relatives and friends assured him that to defer longer was only to court more decided discomfiture. On the 31st of January, he, therefore, prepared to depart for his seat at Houghton, and the next morning he demanded of the king, in a private audience, leave to retire. George, on this occasion, evinced a degree of feeling that did him honour. When the old Minister who had served him through so long a course of years knelt to kiss hands, the king embraced him, shed tears, and begged that he would often come to see him. On the 9th of February Sir Robert was created Earl of Orford, and on the 11th he made a formal resignation of all his places.

    FORE:On hearing this, Burgoyne dispatched Colonel Baum with two pieces of artillery and eight hundred mendismounted German dragoons and British marksmen. They were to surprise Bennington, a place about twenty miles to the east of the Hudson, where the Americans had collected their stores from New England, and, having secured these, to return and carry them to St. Leger. Baum, however, found himself surrounded by Generals Starke and Warner at St. Corick's Mill, on Walloon Creek, six miles from Bennington, before help came up. For two hours a fierce attack was kept up on Baum's entrenchments on all sides by the Americans with muskets and rifles. Baum made a most gallant defence, and three times drove them from some high ground which they occupied above his camp. At last he was picked off by a rifleman and fell mortally wounded. His German troops retreated into the woods, in the direction of Fort Edward, and were there met by Breyman, who was slowly advancing with reinforcements. He reorganised the fugitives, and commenced his retreat, hotly pursued by Starke and Warner; he made his way back to Burgoyne, but not until he had fired nearly his last cartridge.From Riga Buonaparte learned that Macdonald maintained the blockade, thus keeping Courland in awe, and alarming St. Petersburg; that St. Cyr, more to the south, had compelled Wittgenstein, after a severe battle at Polotsk, to assume the defensive; and that Regnier had defeated Tormasoff at Gorodeczna, in Poland. But Tormasoff fell back on the Moldavian army, commanded by Admiral Tchitchigoff; and General Steingel was marching with the army of Finland to join Wittgenstein. These distinct successes, therefore, were but of small moment in comparison with the lowering prospects before him.
    FORE:The House, meanwhile, seemed to have been getting still more involved in the meshes of these difficulties. Stockdale commenced a fourth and fifth action against Hansard; an order was issued for the arrest of his attorney for contempt, and he was ultimately lodged in Newgate. But he afterwards brought actions against all the officers of the House that had been concerned in his arrest and had searched his premises. On the 17th of February Lord John Russell informed the House that he had a petition to present from Messrs. Hansard to the effect that a fifth action had been commenced against them by Stockdale for the same course as before. It was then moved that Stockdale, and the son of Howard, his attorney, a lad of nineteen, and his clerk, by commencing this action had been guilty of a contempt of the House. This was carried by a majority of 71, and they, too, were imprisoned.
    FORE:This Bill made it obvious that a great light had broken on the British Government from the American Revolution; it was discovered that the best way to govern and retain our colonies was to allow them to govern themselves. This knowledge was worth all the loss and annoyance of the American Revolution. Fox expressed his approbation of the principle, and all appeared favourable to the passing of the measure. It was allowed to proceed without opposition through its first and second reading, and through the committee; but when it was reported, then came a scene of violent contention, arising not so much from the Bill itself as from the state of parties, and the making a peg of this question on which to hang the conflicting opinions of different members on a very different questionthat of the French Revolution. Not only had Fox and Burke and Sheridan broken up their old friendship on this question, Sheridan being as enthusiastic about the Revolution as Fox, but it had split up the whole Whig party. Burke had published his eloquent "Reflections on the French Revolution," and subsequently, in February of this year, a "Letter to a Member of the National Assembly," in which he had repeated and extended his opinions upon it. The Duke of Portland and Mr. Windham took Burke's view of the nature of the French principles. However, it was not merely in Parliament, but also throughout the country that opinions were divided on the subject. Societies were formed to recommend the introduction of French Revolutionary principles into Great Britain, and many eminent men, especially among the Dissenters, took the lead in them, as we shall presently see. The tendency to despotic government in Britain, and a spreading conviction that Parliament was not truly elected by the people, rendered large numbers favourable to these views. In Parliament, however, the great shock of battle took place between the so long united friends and fellow-labourers in reform, Fox and Burke, and because the Canada Bill affected a French people,[379] it was thought a proper occasion by these statesmen to indulge in a lengthy and violent discussion of their clashing views, in which the proper question before Parliament, the Quebec Bill, was soon lost sight of.The first business in the House of Commons was the re-election of Mr. Shaw Lefevre as Speaker. On the 24th of August the Address was moved by Mr. Mark Philips, and seconded by Mr. John Dundas. Mr. Wortley then moved an amendment similar to the one which had been carried in the House of Lords, in which he went over all the charges against the Government. His motion was seconded by Lord Bruce, and supported by Mr. Disraeli. The debate lasted several nights. Sir Robert Peel delivered a long and very able speech, in which he reviewed the whole policy of the Government. He was answered by Lord John Russell, whose speech closed the debate. The division gave to Sir Robert Peel a majority for which no one seemed prepared. The numbers werefor the Ministerial Address, 269; for the amendment, 360; majority against the Government, 91. On the 30th the resignation of Ministers was announced.

THREE:THE DUKE OF WELLINGTON'S DUEL WITH LORD WINCHILSEA. (See p. 300.)At this crisis, when an able diplomatist at Paris might have avoided a great war, the Earl of Albemarle, who never had been an able or attentive ambassador, but a mere man of pleasure, died; and though George II. was so well aware of the gathering storm that he sent a message to the House of Commons announcing the necessity for increased forces, and, consequently, increased supplies, nothing could induce him to forego his usual summer journey to Hanover. The Commons readily voted a million and a half, but made an energetic protest against the king quitting the country in the circumstances. Besides the state of affairs in France and Spain, those of Ireland were very disturbed. The Duke of Dorset, the Lord-Lieutenant, was recalled, and Lord Harrington sent in his place to endeavour to restore order. Lord Poulett, therefore, moved a resolution against George's journey; but it was overruled, and the infatuated king set out in April, attended by Lord Holderness.

THREE:Scarcely had Parliament ceased to sit, and the king was gone to spend the summer months in Germany, when the vigilance of the Ministry was demanded to ward off a fresh invasion. Alberoni, defeated in his schemes on France, and his hopes of the invasion of England by Charles XII. crushed by that monarch's death, determined now to make a grand effort to support the Pretender himself. For this purpose, he invited him to Spain, and at the same time began the equipment of a formidable fleet to carry over a Spanish force, under the command of the Duke of Ormonde, to the shores of Britain. The Pretender was not intended to accompany the expedition, but to be in readiness to follow on the first news of its[43] successful landing. But it was no more destined to reach these shores than the Grand Armada. It has always been the fate of invading squadrons to encounter providential tempests in coming hitherward, and the usual hurricane was ready to burst. Scarcely, indeed, had the fleet lost sight of Cape Finisterre before the storm swooped down upon it. For twelve days the terrible Bay of Biscay was swept by a frightful wind, which drove the vessels in all directions, and rendered it impossible to manage them. Fortunate would it have been if every vessel had failed to reach the shores at which they aimed; but two vessels, on board of which were the Earls Marshal and Seaforth, and the Marquis of Tullibardine, accompanied by about three hundred Spanish soldiers, reached Scotland, and landed, on the 16th of April, at Kintail, in Ross-shire. In the hope that Ormonde would still reach England, this small force lay quiet for some time, and so little did they excite notice, that the Government imagined that they had re-embarked. Their presence there, however, had the mischievous effect of exciting some few of the Highlanders to join them. They seized Donan Castle, and thus attracted the attention of the English. Some vessels of war arrived upon the coast. The castle was speedily retaken, and Lord Carpenter, the commander of the forces in Scotland, sent some troops from Inverness against them. General Wightman, the officer thus despatched, was attended by about a thousand men, and found the enemy, now swollen to about two thousand, strongly posted at Glenshiel. He immediately attacked them, and the miscellaneous force speedily dispersed. The Highlanders, who knew the country, rapidly disappeared amongst the hills, and the Spaniards had no other resource than to lay down their arms.Accordingly, the Duke found himself alone in his opposition to the plan of an armed intervention in Spain. It was at first proposed that all the Allies should unite in this; but it was ultimately agreed that a procs verbal should be jointly adopted, in which the King of Spain and his family should be declared to be under the protection of Europe, and Spain threatened with a terrible vengeance if any injury were done to them. This procs verbal was addressed to the head of the Spanish Government, with an explanation of the reasons for its adoption. The Duke was disappointed and mortified at the obstinate self-will of the crowned despots. He had gone to Verona in the hope that they would at all events be open to arguments in favour of peace; he found them bent on such a course as would render its preservation impossible. When the Ministers reduced their ideas to a definite shape, the incidents which they agreed to accept as leading necessarily to war appeared to him fallacious in the extreme. They were these:First, an armed attack by Spain upon France[235]. Second, any personal outrage offered to Ferdinand VII., or to any member of the Spanish royal family. Third, an act of the Spanish legislature dethroning the king, or interfering in any way with the right of succession. Austria, Prussia, and Russia accepted the conditions readily, adhering, at the same time, to the substance of the notes which they had previously put in.

THREE:GREAT SEAL OF GEORGE I.On the afternoon of this day, Monday, the 11th of May, as the Minister was entering the House, about five o'clock, a man of gentlemanly appearance presented a pistol, and shot him deadat least, he did not survive two minutes. In the confusion and consternation the man might have escaped, but he made no such attempt; he walked up to the fireplace, laid down his pistol on a bench, and said, in answer to those inquiring after the murderer, that he was the person. He gave his name as Bellingham, expressed satisfaction at the deed, but said that he should have been more pleased had it been Lord Leveson Gower. In fact, his prime intention was to shoot Lord Gower, but he had also his resentment against Perceval, and therefore took the opportunity of securing one of his victims. It appeared that he had been a Liverpool merchant, trading to Russia, and that, during the embassy of Lord Leveson Gower at St. Petersburg he had suffered severe and, as he deemed, unjust losses, for assistance in the redress of which with the Russian Government he had in vain sought the good offices of the ambassador. On his return to England he had applied to Perceval; but that Minister did not deem it a case in which Government could interfere, and hence the exasperation of the unhappy man against both diplomatists. The trial of the murderer came on at the Old Bailey, before Chief Justice Mansfield, on the Friday of the same week. A plea of insanity was put in by Bellingham's counsel, and it was demanded that the trial should be postponed till inquiries could be made at Liverpool as to his antecedents. But this plea was overruled. Bellingham himself indignantly rejected the idea of his being insane. He declared that the act was the consequence of a cool determination to punish the Minister for the refusal of justice to him, and he again repeated, in the presence of Lord Leveson Gower, that his chief object had been himself for his cruel disregard of his wrongs. Both Lord Mansfield and the rest of the judges would hear of no delay; a verdict of "Wilful Murder" was brought in by the jury, and they condemned him to be hanged, and he was duly hanged on the following Monday at nine o'clock, exactly the day week of the perpetration of the act.
THREE:On the 18th of June a public dinner, to commemorate the abolition of the Sacramental Test, was given at Freemasons' Hall, when the Duke of Sussex occupied the chair. The friends of the cause felt that to secure a meeting of the most opulent, talented, and influential Dissenters from all parts of the empire was a measure of no common policy, and it was evident that the illustrious and noble guests felt at once surprised and gratified to witness the high respectability and generous enthusiasm of that great company. Mr. William Smith, as deputy chairman, proposed, in an interesting and appropriate speech, "the health of the Duke of Sussex, and the universal prevalence of those principles which placed his family upon the throne." The health of the archbishops, bishops, and other members of the Established Church who had advocated the rights of the Dissenters was proposed by a Baptist minister, the Rev. Dr. Cox. The health of "the Protestant Dissenting ministers, the worthy successors of the ever memorable two thousand who sacrificed interest to conscience," having been proposed by the royal chairman, the Rev. Robert Aspland returned thanks. Another commemoration of the full admission of Nonconformists to the privileges of the Constitution was a medal struck by order of the united committee. The obverse side exhibits Britannia, seated on the right, presenting to a graceful figure of Liberty the Act of Repeal, while Religion in the centre raises her eyes to heaven with the expression of thankfulness for the boon. The inscription on this side is "Sacramental Test Abolished, May 9th, 1828." The reverse side presents an open wreath, enclosing the words, "Truth, Freedom, Peace, and Charity."
THREE:In the eyes of the Conservatives the League was now the great cause of the political ferment that had spread throughout the land. In the Quarterly Review for December a long and elaborate indictment had been published against that body, and all who were in any way connected with them, in which it was attempted to show that the means by which the League sought to attain their objects were of the worst kind. The writer of the article hinted that the League's system of levying money for the avowed purpose of forcing Parliament to alter the law of the land was criminally punishable. A Mr. Bailey had stated, at one of the League meetings, that he had heard of a gentleman who, in private company, had said that if one hundred persons cast lots, and the lot should fall upon him, he would take the lot to deprive Sir Robert Peel of life. The teller of this injudicious anecdote added, that "he felt convinced that no such attempt ought to be made under any pretence whatever; but he was persuaded of this, that when Sir Robert Peel went to his grave there would be but few to shed one tear over it." The speaker was a minister of the Gospel, and there could be no doubt that he intended his anecdote only as an illustration of the frenzy to which some persons had been wrought by the political circumstances of the time; but this fact circulated by the great Tory organs, together with all the most violent and excited passages which could be found in the innumerable speeches delivered at League meetings, and in the pamphlets and other publications of that body, tended to create a vague horror of the Leaguers in the minds of that large class who read only writers on that side which accords with their own views.As soon as the Ministry had been restored, the House reassembled for the election of a new Speaker in the room of Mr. Abercromby, who had declared his intention of resigning, having no longer sufficient strength to perform the arduous duties imposed on him by his office. When his intention was announced, he received, through Sir Robert Peel and Lord John Russell, the highest testimony of the esteem in which he was held by the two great parties, not only for his conduct in the Chair, but also for his strenuous exertions to improve the mode of conducting the private business of the House. This was in accordance with precedent, but as a matter of fact Mr. Abercromby was a very weak Speaker, and his ruling had been repeatedly questioned by the House. He was chosen Speaker in 1835. On his resignation of that office he was raised to the peerage as Lord Dunfermline. Mr. Handley nominated Mr. Shaw Lefevre, member for North Hants, as a person eminently qualified to succeed to the vacant chair. Mr. Williams Wynn, a member of great experience and reputation in the House, proposed Mr. Goulburn, member for the University of Cambridge. The motion was seconded by Mr. Wilson Patten. It was a party contest, and tested the strength of the Ministry and the Opposition. The House divided on the motion that Mr. Shaw Lefevre do take the Chair, which was carried by a majority of eighteen, the numbers being 317 and 299.

    When the two parties separated in 1846, the Young Irelanders established the Irish Confederation, which held its meetings in the Music Hall, Abbey Street, and whose platform was occupied by a number of young men, who subsequently figured in the State trialsMr. Dillon, a barrister, who had been a moderator in Trinity College, Mr. Doheny, solicitor, Mr. O'Gorman, and Mr. Martin, a Protestant gentleman of property in the county Down. The object of the confederacy was to prepare the country for national independence, "by the force of opinion, by the combination of all classes of Irishmen, and the exercise of all the political, social, and moral influence within their reach." They disclaimed any intention of involving the country in civil war, or invading the just rights of any of its people; and they were specially anxious that Protestants and Roman Catholics should be united in the movement. Resolutions to this effect were adopted at a great meeting in the Rotunda, a revolutionary amendment by Mr. Mitchel having been rejected, after a stormy debate, which lasted three days, and did not terminate on the last day until one o'clock at night. This led to Mitchel's secession from the Nation, and the establishment of the United Irishman, in which he openly and violently advocated rebellion and revolution. He continually insisted on the adoption of the most diabolical and repulsive measures, with the utmost sang froid. Every Saturday his journal contained a letter "To the Earl of Clarendon, Her Majesty's Executioner-General and Butcher-General of Ireland." Plans of insurrection were freely propounded; the nature and efficiency of street fighting were copiously discussed; ladies were invited to throw vitriol from their windows on the Queen's troops, and to fling empty bottles before the cavalry that they might stumble and fall. Precise instructions were given, week after week, for the erection of barricades, the perforation of walls, and other means of attack and defence in the war against the Queen.[See larger version]Before the report of the committee was presented, Mr. Hume, on the 4th of August, moved eleven resolutions declaring the facts connected with Orangeism, proposing an Address to the king, and calling his Majesty's attention to the Duke of Cumberland's share in those transactions. Lord John Russell, evidently regarding the business as being of extreme gravity, moved that the debate be adjourned to the 11th of August, plainly to allow the Duke of Cumberland an opportunity of retiring from so dangerous a connection; but instead of doing so, he published a letter to the chairman of the committee, stating that he had signed blank warrants, and did not know that they were intended for the army. Lord John Russell expressed his disappointment at this illogical course. If what he stated was true, that his confidence was abused by the members of the[395] society in such a flagrant manner, he should have indignantly resigned his post of Grand Master, but he expressed no intention of doing so. Mr. Hume's last resolution, proposing an Address to the king, was adopted, and his answer, which was read to the House, promised the utmost vigilance and vigour. On the 19th the House was informed that Colonel Fairman had refused to produce to the committee a letter-book in his possession, which was necessary to throw light on the subject of their inquiry. He was called before the House, where he repeated his refusal, though admonished by the Speaker. The next day an order was given that he should be committed to Newgate for a breach of privilege, but it was then found that he had absconded.Whilst the Gironde was thus weakened by this implacable and incurable feud with the Jacobins, Austria was making unmistakable signs of preparations for that war which Leopold had often threatened, but never commenced. Francis received deputations from the Emigrant princes, ordered the concentration of troops in Flanders, and spoke in so firm a tone of restoring Louis and the old system of things, that the French ambassador at Vienna, M. De Noailles, sent in his resignation, stating that he despaired of inducing the Emperor to listen to the language which had been dictated to him. Two days afterwards, however, Noailles recalled his resignation, saying he had obtained the categorical answer demanded of the Court of Vienna. This was sent in a dispatch from Baron von Cobentzel, the Foreign Minister of Austria. In this document, which was tantamount to a declaration of war, the Court of Vienna declared that it would listen to no terms on behalf of the King of France, except his entire restoration to all the ancient rights of his throne, according to the royal declaration of the 23rd of June, 1789; and the restoration of the domains in Alsace, with all their feudal rights, to the princes of the Empire. Moreover, Prince Kaunitz, the chief Minister of Francis, announced his determination to hold no correspondence with the Government which had usurped authority in France.The calculations of no political party had ever been more completely falsified than those of the Jacobites and their congeners the Tories on the death of the queen. They had relied on the fact that the House of Hanover was regarded with dislike as successors to the throne of England by all the Catholic Powers of Europe, on account of their Protestantism, and many of the Protestant Powers from jealousy; and reckoned that, whilst France would be disposed to support the claims of the Pretender, there were no Continental countries which would support those of Hanover, except Holland and the new kingdom of Prussia, neither of which gave them much alarm. Prussia was but a minor Power, not capable of furnishing much aid to a contest in England. Holland had been too much exhausted by a long war to be willing to engage in another, except for a cause which vitally concerned itself. In England, the Tories being in power, and Bolingbroke earnest in the interest of the Pretender, the Duke of Ormonde at the head of the army, there appeared to the minds of the Jacobites nothing to fear but the too early demise of the queen, which might find their plans yet unmatured. To this they, in fact, attributed their failure; but we may very confidently assert that, even had Anne lived as long as they desired her, there was one element omitted in their calculations which would have overthrown all their attemptsthe invincible antipathy to Popery in the heart of the nation, which the steadfast temper of the Pretender showed must inevitably come back with him to renew all the old struggles. The event of the queen's death discovered, too, the comparative weakness of the Tory faction, the strength and activity of the Whigs. The king showing no haste to arrive, gave ample opportunity to the Jacobiteshad they been in any degree prepared, as they ought to have been, after so many years, for this great crisisto introduce the Pretender and rally round his standard. But whilst George I. lingered, no Stuart appeared; and the Whigs had taken such careful and energetic precautions, that without him every attempt must only have brought destruction on the movers. The measures of Shrewsbury were complete. The way by sea was secured for the Protestant king, and the Regency Act provided for the security of every department of Government at home.
